Accordingly, the biggest problem in fostering fair competition for both basic and value added service among Type I carriers (especially NTT) and Type II carriers is how to cope with the de facto monopoly of NTT local networks and the resulting monopoly of network information. Such problem would be most effectively solved by the following basic measures; first, the prevention of cross-subsidization, or establishing the proper business conditions (especially regarding rates) for the NTT basic services; second, the implementation of an open-network policy to enable NTT\u0027s competitors (especially Type II carriers) to compete with NTT on more equal footing. Such goal requires that the asymmetric regulation for NTT be made more systematic and transparent. At the same time, the proper legal status as a \"carrier\" should be accorded to the Type II carriers.
